First come first served (great if you can get there during a weekday for the weekend). We enjoyed staying there and watching the trains go by, but it was just as easy to sleep through it. You can't see much of the river being behind the levee, but it's easy to get around the city from the RV park. Would definitely go back. Lots of scenic places in the area.
