Manager is ok but plays favorites. Dont expect to be able to do any vehicle repairs here, it is not allowed unless your a friend of the manager. The north end is treated better than the south end with many unsafe trees left to rot while north end can have saplings cut down because they block their views... Lot rent goes up atleast once a year guaranteed. On a good note it really is a fantastic community and probably will stay that way till the houses get built on other side of 26th ave. They do allow dogs but not in the tornado shelter. I'll be staying outside with my dog when it hits.Have seen one tornado out in the field recently. And being next to a field does not help with the wind at all.For the good things... it really is a very good community. And lots are decent enough size to feel less like a trailer park and more like a small town. The manager even with his negative side is still a good person and helpful as much as he can be. There is a playground sorta. Very close to shopping and groceries. I personally love being a resident for my 9 year old. She can play outside or down the street and not worry too much. - Michael

Colonial Manor Introduce

Colonial Manor, located at 16 Clark Dr, Owatonna, MN 55060, USA, is a manufactured home community that serves as a residential option within the broader "RV Parks Near Me" category for those seeking long-term or permanent living solutions. This introduction aims to provide a comprehensive and objective overview of Colonial Manor, encompassing its environment, typical services, features, and crucial insights derived from available customer reviews.

Environment and Location

Owatonna, Minnesota, is a vibrant city known for its strong community, diverse economy, and a blend of urban amenities with natural appeal. The environment surrounding Colonial Manor is characterized by:

  • Community-Oriented City: Owatonna prides itself on its community spirit, offering various local events, parks, and recreational facilities that contribute to a high quality of life for its residents.
  • Access to Amenities: The city provides a wide range of shopping, dining, healthcare, and educational opportunities. A customer review specifically mentions "Very close to shopping and groceries," highlighting the park's convenient access to essential services.
  • Green Spaces and Openness: The review notes that the park is "being next to a field," which can offer open views and a sense of spaciousness, contrasting with more densely populated urban areas. This proximity to fields might also imply less immediate neighboring development, contributing to a more suburban or semi-rural feel.
  • Strategic Location: Owatonna is located along I-35, providing easy access to the Twin Cities and other parts of Minnesota, making it a desirable location for those who commute or wish to enjoy the broader regional attractions.
  • Family-Friendly Atmosphere: The general environment of Owatonna, combined with features noted in reviews like a "playground sorta" and a resident feeling comfortable with their "9 year old" playing outside, suggests a family-friendly living environment.

Manufactured home communities like Colonial Manor offer a distinct living experience, often providing a more affordable path to homeownership within a structured neighborhood. The location in Owatonna allows residents to enjoy the benefits of a mid-sized city while living in a dedicated community.

Services and Features

While specific, exhaustive details of every service and feature at Colonial Manor are best confirmed by contacting the park directly at (507) 451-7025 or +1 507-451-7025, manufactured home communities typically offer a core set of provisions. Based on general industry standards and the provided customer reviews, Colonial Manor offers the following:

  • Lot Rentals: The primary service provided is the rental of individual lots where residents place their manufactured homes. These lots are described as "decent enough size to feel less like a trailer park and more like a small town," indicating a comfortable amount of space between homes.
  • Utility Hookups: Essential utility connections (water, sewer, electric) are standard. Residents should clarify how these are billed (e.g., included in lot rent, sub-metered, or direct-billed by utility companies).
  • On-Site Management: Reviews indicate the presence of a manager. Feedback is mixed: "Manager is ok but plays favorites" and "The manager even with his negative side is still a good person and helpful as much as he can be." This suggests a manager who is generally helpful but may have inconsistencies in rule application. "Management is very nice and understanding" is also noted, indicating varied experiences with manager interactions.
  • Community Standards and Upkeep: "Standard are pretty high though. So up keep must held all the time." This implies that residents are expected to maintain their lots to a high standard, contributing to the overall appearance of the park. While this can be a positive for maintaining property values and aesthetics, it also places a responsibility on residents.
  • Playground: The mention of a "playground sorta" indicates a recreational amenity, albeit potentially a modest one, for children within the park. This reinforces the family-friendly aspect.
  • Tornado Shelter: The park reportedly has a "tornado shelter." However, a critical review notes, "They do allow dogs but not in the tornado shelter. I'll be staying outside with my dog when it hits." This is a significant point for pet owners, highlighting a potential conflict between safety during severe weather and pet ownership policies. Minnesota law requires manufactured home park owners to provide an approved storm shelter or a plan for resident evacuation during a tornado or other severe weather warning for parks with ten or more homes.
  • Pet Policy: The park "allow dogs," which is a key feature for many residents. However, the specific rules regarding pets, particularly their access to the tornado shelter, are a point of concern.

For prospective residents, it's crucial to obtain and understand the complete set of park rules and regulations, particularly concerning vehicle repairs, pet policies, and lot maintenance expectations. Clarifying the exact nature and capacity of the "tornado shelter" and its pet policy is also vital for safety planning.

Promotional Information and Key Considerations

The customer reviews for Colonial Manor offer a candid and multi-faceted view, implicitly promoting some aspects while raising significant considerations. The park implicitly promotes:

  • Strong Community Vibe: "it really is a fantastic community" and "it really is a very good community" are strong endorsements, suggesting a friendly and supportive neighborhood. "Great neighborhood to raise a family" further emphasizes this.
  • Sense of Space: "lots are decent enough size to feel less like a trailer park and more like a small town" highlights the generous spacing, appealing to those who desire more room than typical park lots.
  • Convenient Location: Proximity to "shopping and groceries" is a practical benefit for daily living.
  • Family-Friendly Environment: The presence of a playground and the comfort a resident feels about their child playing outside underscore its suitability for families.

However, several critical considerations are raised by the reviews:

  • Management Consistency and Fairness: "Manager is ok but plays favorites" and double standards regarding lot maintenance ("The north end is treated better than the south end with many unsafe trees left to rot while north end can have saplings cut down because they block their views...") are serious concerns. Inconsistent rule enforcement and perceived favoritism can lead to resident dissatisfaction and undermine community harmony.
  • Vehicle Repair Restrictions: "Dont expect to be able to do any vehicle repairs here, it is not allowed unless your a friend of the manager" is a restrictive rule that could be problematic for residents who typically handle their own car maintenance.
  • Annual Rent Increases: "Lot rent goes up atleast once a year guaranteed" is a significant financial consideration. Prospective residents should factor in regular rent increases when assessing long-term affordability.
  • Tornado Shelter Pet Policy: The policy of not allowing dogs in the tornado shelter, leading a resident to state, "I'll be staying outside with my dog when it hits," presents a severe safety concern for pet owners. This policy directly conflicts with the deeply felt need for pet safety during emergencies.
  • Wind Exposure: Being "next to a field does not help with the wind at all" indicates potential exposure to strong winds, which residents should be prepared for, especially given the mention of seeing a tornado.
  • Future Development Impact: The comment, "probably will stay that way till the houses get built on other side of 26th ave," suggests potential future development near the park, which might alter the current "small town" feel or impact the "quiet neighborhood" aspect.

For prospective residents considering Colonial Manor within the "RV Parks Near Me" framework for permanent manufactured home living, it is strongly recommended to:

  • Thoroughly Review Park Rules: Obtain a complete copy of the park's rules and regulations, paying special attention to policies on vehicle repairs, lot maintenance standards, and pet restrictions, particularly concerning the tornado shelter.
  • Inquire About Rent Increases: Ask management about the history and projected frequency/amount of lot rent increases to plan financially.
  • Discuss Management Consistency: Directly ask management about how rules are applied uniformly across the park and how resident concerns about inconsistencies are addressed.
  • Visit the Park and Observe: Pay close attention to the condition of homes in different sections (north vs. south end), the state of trees, and overall upkeep.
  • Consider Safety Protocols: Clarify the tornado shelter's capacity, accessibility, and the exact policy regarding pets during severe weather, and assess if it aligns with your personal safety needs and pet ownership.
  • Assess Future Development: Inquire about any known development plans adjacent to the park that could impact its environment.

In conclusion, Colonial Manor in Owatonna, MN, offers a good community atmosphere, spacious lots, and a family-friendly environment with convenient access to city amenities. However, prospective residents should be acutely aware of reported challenges with management consistency, regular rent increases, strict vehicle repair rules, and a concerning pet policy regarding the tornado shelter. A thorough investigation of these points is essential to ensure that Colonial Manor aligns with individual expectations for a long-term manufactured home living experience.
