Homeless people from across the street come and roam the streets of the park. Some neighbors invite them into their homes. There's a guy who I think has the markings of a sexual predator. There are folks raising grandchildren, folks with adult children living with them....I want a place that's quiet (it is), where I feel safe and secure. I think I need to update my security measures

I tried reporting to her re: leak, as well as Otay Water District (closed, can't leave msgs.) Our water bill went up last month. I suspect this leak and intend seek further.I'm never popular for truth seeking
