I've lived here 15 years, the original owner was awesome. Since Dave sold it a few years ago, it's gone down hill fast. It's was perfect for low income families and on a budget. Now your paying for everything, they add it on as infrastructure. We were told several years ago, we would get better lighting. That hasn't been taken care of either. It really dark down here. We get people walking through our yards at all hours. For the parks lawn care, snow removal, tree removal, they dont remove the stumps. Our neighbor paid out of his own pocket to remove his tree stumps and ours. We waited 3 years for them to do it. We pay for anything needed for the empty trailers. Electricity, water, yard work. Paying someone to clean them.. Water used to be included with lot rent. Now we have to pay extra, for a meter that doesn't read accurate. Now we need to pay garbage pick up. And they raised lot rent again. We went from $210. To $500. A month now. They nitpick and and write people up for anything.. some people get picked on more that others. They get a fine. And if you don't comply with it all. You get threatened to be evicted, even if you own your own trailer. If anyone moves here I wish them luck.. rent has doubled here in the last few years. One of our neighbors rents her home from Steven's Home's also. I was told she's been evicted, because they dont want to fix her place. Now they are harassing my daughter, in the last year. Says she cant have her 3 dogs, unless she registers them with the park. $25 per dog. And $15 each month. Nobody else has to do this. My daughter has lived her since before these new people bought it. And we were all grandfathered in. Now some guy in Cedar Rapids is saying Nobody is grandfathered in. That doesn't exist. I love my neighbors, they are fantastic. We've asked repeatedly to have the cement fixed, I've sprained my ankle a few times, and there is a 2to 3 inch Crack going through our garage, causing problems with the garage now. And they keep asking us to fix and paint our garage. I cant afford to fix it until they fix the cement work. It's usually a quiet place. We don't cause any problems. I wish management would just leave us alone. They finally fixed the cement last year, but it's cracked already. - Nancy Potter
Colonial Terrace Overview Intro Photos Location Reviews

Colonial Terrace Introduce

Colonial Terrace, located at 1610 E Robinson St, Knoxville, IA 50138, functions as a residential community for manufactured homes. While the platform category "RV Parks Near Me" might typically suggest temporary recreational vehicle parking, Colonial Terrace, like most mobile home parks, primarily caters to individuals and families seeking more permanent or long-term living solutions in manufactured homes. This introduction aims to provide a comprehensive and objective overview of Colonial Terrace, encompassing its environment, typical services, features, and critically, extensive insights derived from direct customer reviews that detail significant aspects of the resident experience and management practices.

Environment and Location

Colonial Terrace is situated in Knoxville, Iowa, a city perhaps best known for its rich auto racing heritage, particularly the Knoxville Raceway. The address at 1610 E Robinson St places the park within a residential area of Knoxville. Knoxville offers a blend of small-town community charm with access to local amenities and services, providing a quieter pace of life compared to larger metropolitan areas. The environment within the mobile home park typically consists of individual lots designed to accommodate manufactured homes, arranged along internal roads, creating a neighborhood feel.

While Knoxville maintains a hometown atmosphere with local businesses, schools, and community events, its proximity to larger cities like Des Moines allows residents to access more extensive shopping, dining, entertainment, and employment opportunities within a reasonable driving distance. The town's historical significance and recreational offerings contribute to its overall appeal. The reviews, however, mention that the park itself can be "really dark," indicating potential issues with lighting, and residents report "people walking through our yards at all hours," suggesting concerns about security or boundaries within the park's environment.

Services and Features

As a mobile home park, Colonial Terrace would typically provide essential infrastructure for manufactured home living, such as prepared lots with utility hookups. However, the customer reviews paint a challenging picture regarding the management, maintenance, and utility services.

One of the most frequently mentioned concerns is the dramatic increase in lot rent. A resident states that rent has risen from "$210 to $500 a month now" over a few years, essentially doubling. This significant increase is coupled with allegations that residents are "paying for everything" and that charges are added on as "infrastructure," despite perceived lack of improvements. Specific issues highlighted include:

  • Lighting: "Better lighting" was promised years ago but "hasn't been taken care of."
  • Lawn Care & Snow Removal: While residents pay for these, "they don't remove the stumps" after tree removal, with one neighbor reportedly paying out-of-pocket after waiting three years.
  • Utility Charges: Water used to be included in lot rent but is now an "extra" charge, with concerns about "meter that doesn't read accurate." Garbage pickup is also now an additional charge.
  • Empty Trailer Costs: Residents claim they are "paying for anything needed for the empty trailers. Electricity, water, yard work. Paying someone to clean them."
  • Property Maintenance & Rules: Management is accused of being overly "nitpicky" and writing people up "for anything," with some residents feeling "picked on more than others." Fines are issued, and non-compliance leads to threats of eviction, even for trailer owners. One resident's garage has a "2 to 3 inch crack" causing problems, and despite repeated requests, cement work was delayed, and even when fixed, "it's cracked already." Residents are reportedly asked to fix and paint their own garages despite structural issues tied to park property.
  • Pet Policies: New pet registration fees ($25 per dog and $15 each month) are being enforced for long-term residents who were allegedly "grandfathered in" under previous rules, leading to harassment.
  • Property Use: Concerns about management dictating what residents can and cannot do with "their own property like it's an HOA," including restricting children's bikes outside.

These detailed accounts suggest a significant decline in perceived service quality since the park changed ownership, with a focus on increasing revenue through various charges and stringent enforcement of rules, often without corresponding improvements in infrastructure or clear communication. The lack of resolution for issues like broken cement or adequate lighting, despite increased fees, is a major point of contention.

For those searching under "RV Parks Near Me," it is crucial to understand that Colonial Terrace Mobile Home Park is primarily a residential community for manufactured homes, designed for long-term occupancy. It is not typically a transient campground for recreational vehicles. Given the extensive concerns raised by current residents, individuals seeking any form of RV accommodation or manufactured home residency should exercise extreme caution and conduct thorough due diligence. Direct contact with park management at (515) 249-3828 or +1 515-249-3828 is essential to verify current policies and address specific concerns.

Promotional Information and Lifestyle

The traditional promotional appeal of mobile home parks centers on offering an affordable path to homeownership within a community setting. However, the resident reviews for Colonial Terrace significantly undermine this appeal. While one resident mentions loving their "neighbors," the overwhelming sentiment is one of frustration, harassment, and a diminishing quality of life due to management practices and rising costs.

The lifestyle described is far from ideal, characterized by:

  • Financial Strain: Lot rent doubling and new charges for utilities and services, making mobile home living potentially less affordable than other housing options.
  • Constant Harassment: Allegations of nitpicking, fines, and threats of eviction, creating a stressful and insecure living environment.
  • Lack of Maintenance: Unaddressed infrastructure issues (lighting, roads, cement cracks) despite increased fees, impacting safety and property value.
  • Erosion of Rights: Residents, even those who own their homes, feel their property rights are being infringed upon by restrictive and inconsistently applied rules.
  • Community Disruption: While neighbors are good, the management's actions, including evictions and targeting specific residents, contribute to an unstable community.

For prospective residents, particularly those who might initially search for "RV Parks Near Me" but are considering long-term manufactured home living, the detailed negative reviews for Colonial Terrace are critically important. They suggest that while the physical location might be suitable, the resident experience is fraught with significant challenges.

Therefore, if considering Colonial Terrace, it is imperative to:

  • Contact the park management directly at (515) 249-3828 or +1 515-249-3828 and obtain detailed written information on all current and potential future fees, including lot rent, utility charges, and any additional service fees.
  • Request a copy of all park rules and regulations and review them thoroughly to understand what is permitted and prohibited, and how they are enforced.
  • Inspect the specific lot and common areas, paying close attention to the condition of roads, lighting, and any visible maintenance issues.
  • Most importantly, attempt to speak with multiple current residents (beyond those found online) to gather a broader and more current understanding of the management's behavior, rule enforcement, and overall living conditions. This direct engagement is crucial given the severe discrepancies in reported experiences.
  • Seek legal advice if necessary, especially concerning tenant rights for mobile home owners in Iowa, given the threats of eviction despite home ownership.

Based on the available information, extreme caution and thorough investigation are advised before making any commitment to reside at Colonial Terrace.
